FOR LEGISLATIVE REFORMS

Introduction and Background

Recently published U.S. Government documents show some of the largest military weapons contractors, in strategic alliances with pharmaceutical companies and vaccine industry interests, have secretly conducted medical experiments on military and civilian populations from World War II to virtually the present.

Despite official assurances to the contrary, research, developments, and stockpiling of biological weapons (BW), and vaccines purported to defend against them, has continued over the past sixty years in the United States. The international Geneva Accord, outlawing such activity, signed by Richard Nixon in 1971, and accompanied by his pledge to discontinue all American "offensive" BW experiments including the development, testing, and stockpiling of lethal biologicals, has been repeatedly violated.

Most recently, the Central Intelligence Agency was implicated in this regard during the Documents revealed that a secret illegal project "Clear Vision" had been conducted by the Battelle Memorial Institute-military director of the federal government's Joint Vaccine Acquisition's Program (JVAP)-in which the mysteriously mailed anthrax was prepared for testing at Dugway's Proving Grounds.

Our first glimpse at the magnitude of these violations occurred during the 1975 Frank Church Congressional Investigation of the Central Intelligence Agency's (CIA's) illegal storage and use of deadly biological agents, including anthrax, for "covert operations." Central Africa was the site of such expressed espionage at that time. Today, it is the heart of the African AIDS belt and close to ground zero for the initial Ebola virus outbreaks-both illnesses have been linked in the scientific literature to biological weapons industry developments and vaccine risks as well.

In August 1997, it was learned that the U.S. Army, with hurried approval by the Food and Drug Administration (FDA), conducted illegal AIDS vaccine experiments on uninformed and non-consenting military personnel enroute to the Gulf War. These risky, if not deadly, inoculations were conducted on behalf of pharmaceutical industry interests. As a result, published scientific evidence now shows that tens of thousands of Gulf War veterans were injured. Thousands carry an AIDS virus gene recombined with a common infectious vaccine contaminant known as Mycoplasma. Grossly overlooked by the medical and mainstream media, evidence indicates this Gulf War Syndrome (GWS) epidemic has spread to civilian populations across the U.S., and its associated with newer, more lethal, forms of antibiotic resistant "flu-like" illnesses.

PETITION FOR VACCINE SAFETY AND SECURITY

Whereas the events of September 11, 2001, and ongoing Middle Eastern conflict, have increased the risk of biological attacks effecting world populations; that America's purported threat Iraq received much of its biological weapons arsenal from the U.S.; that such chemical and biological weapons of mass destruction can be readily produced for low cost in any large kitchen regardless of periodic U.S. and U.N. weapons inspections; and that the growing plague of GWS caps a long history of U.S. military-medical experiments, including biological weapons tests of agents including E. coli, anthrax, botulism, AIDS, Ebola viruses and more, and

Whereas vaccines developed to prevent infectious diseases by stimulating the immune system have exposed military and civilian populations to risky, if not potentially deadly, biological and chemical agents, and that currently the FDA cannot, and does not, adequately assure the safety and efficacy of vaccines, and

Whereas a growing body of scientific evidence now links a variety of relatively new immune system related disorders including AIDS, several forms of malignant cancer, chronic fatigue immune dysfunction (CFIDS), fibromyalgia, Gulf War syndrome, lupus, multiple schlerosis (MS), some forms of rheumatoid arthritis and diabetes, autism, sudden infant death (SIDS), asthma, hay fever, allergies, and other ailments to vaccines and vaccine induced injuries, and

Whereas toxic heavy metals and chemicals are used to stabilize and sterilize vaccine formulas routinely inoculated into infants whose immune systems, brain, and nervous tissues are immature and rapidly developing, and often accumulate in excess of safety limits established by the Environmental Protection Agency, and

Whereas major military-medical industrialists, including the vaccine manufacturing company, and documented U.S. Army BW contractor, Merck and Company (currently Merck, Sharp & Dohme), manufactured polio and hepatitis vaccines during the early 1960s and 1970s respectively, that, according to peer reviewed published science, most likely initiated the AIDS pandemic-a thesis that has not only been published in the scientific literature, but forwarded to the U.S. General Accounting Office following a request for this data during an investigation of the National Cancer Institute's "Special Virus Cancer Program" ongoing at the time of this writing, and

Whereas the National Library of Medicine holds testimony by a chief developer of these vaccines, Dr. Maurice Hilleman-the 1997 recipient of the Sabin Gold Medal of Honor Award by President Clinton-in which he admits having imported the AIDS virus into North America in contaminated monkeys destined for use in Merck vaccine preparations, and

Whereas historic political and financial documents link Merck company directors, and the pharmaceutical industry at large, with influential members in congress and the councils of government, including the Rockefeller family, who through their heavily funded foundations and institutions greatly influence the military-medical industrial complex, and

Whereas approximately 10,000 American hemophiliacs developed AIDS as a result of tainted blood and blood products that were knowingly processed and shipped with the AIDS virus (HIV) by related corporations and organizations, including the New York City Blood Bank, Bayer and Baxter (American Home Products) companies that are cited in legal records as deriving largely from Rockefeller family financial efforts, and

Whereas Rockefeller family members largely established the cancer industry during the 1920s, along with a virtual monopoly over American medicine by funding the fraudulent Flexner Report to Congress that vilified traditional preventive and natural healing methods as opposed to more lucrative and far more risky drug-based methods of disease care, and

Whereas Laurance Rockefeller was Chairman of the Board of the memorial Sloan-Kettering Cancer Center, and a trustee of the Sloan Foundation, at the time materials used to manufacture viruses functionally identical to HIV flowed between Sloan virologists and National Cancer Institute (NCI) officials, including leading AIDS expert Dr. Robert Gallo and others in the cancer virus and vaccine industry, during the early 1970s under the "Special Virus Cancer Program," and

Whereas the population reduction objectives for the United States have been determined and published in the March/April 1996 issue of Foreign Affairs--the esteemed politically influential publication of the David Rockefeller directed Council on Foreign Relations, a source that urges a 50 percent reduction of the United States population over the next twenty-five years as a realistic goal, and

Whereas the Rockefeller Foundation, Merck Fund, and Sloan Foundation are among the leading funding sources for world depopulation, and the earliest financial supporters of Planned Parenthood-World Population, New York, NY, and the Population Council of New York, the later of which was established principally by Rockefeller efforts, and

Whereas the leading vaccine testing organization in America, Kaiser Permanente, that has been cited by mainstream media as conducting racially selective deadly vaccine experiments, some reminiscent of the Tuskegee experiment that ran from 1932 to 1972, bares the name of the Rockefeller family funded institute that pioneered racial hygiene, currently renamed the Human Genome Project, and

Whereas this effort was initially called "eugenics," and adopted by Hitler in collaboration with the economic engine of the Third Reich-I.G. Farben, the petro-chemical cartel, fully partnered, according the U.S. Congressional Record, with Rockefeller Standard Oil Company during the holocaust, and broken up following World War II into the Bayer, Hoechst and BASF companies intimately connected to the production of costly vaccines and drugs recently purchased by the federal government for biological warfare and bioterrorism preparedness, and

Whereas the most recent cancer rate projections by the U.S. Centers for Disease Control and Prevention (CDC), and the American Cancer Society, both heavily influenced by Rockefeller funded organizations and institutions, including the National Academy of Sciences and its National Research Council, indicate that cancer will strike the same percentage of Americans targeted for depopulation, that is, one out of two people over the next twenty-five years.

PAINFULLY OBVIOUS is the fact that as more people become ill from biological and chemical toxins transmitted through generally accepted vaccinations, vast fortunes are being made by drug makers controlled by virtually the same military-medical-pharmacetucial-petrochemical industrialists that fund global depopulation programs. This is perhaps the grossest conflict of interest in earth's history!

Indeed, this suspicious "coincidence" of socio-political and medical economic outcomes, as well as the agents and agencies promoting and funding them, deserves urgent attention and immediate independent scientific, U.S. Justice Department, and Congressional scrutiny.

Therefore, on the basis of the above concerns-threats to public health, safety, and U.S. National Security, the frequent disregard for citizens' rights to abstain from vaccination without loss of civil rights, including the Constitutional Right to "life, liberty and the persuit of happiness," the obligation to provide and obtain information to assure adequately informed consent before administering vaccinations or medical experimentations; given the current trend towards increased legislative demand for "mandatory," potentially deadly, vaccinations of Americans young and old,

WE THE PEOPLE OF THE UNITED STATES URGE THE FOLLOWING:

1. Government and vaccine industry accountability regarding vaccination risks and injuries that may be largely accomplished by:

a. Repealing the deplorable National Childhood Vaccine Injury Act of 1986, while maintaining the compensation "superfund," effectively freeing plaintiffs to make legal claims against drug companies, while providing more equitable compensation for families financially devastated by vaccine injuries, and

b. Eliminate loopholes in the Federal Advisory Committee Act assuring broader public access and representation at vaccine policy hearings, and

c. Eliminate conflict of interest waivers readily available under the current federal law (18 U.S.C. section 208) for the Centers for Disease Control and Prevention (CDC), Advisory Committee on Immunization Practices (ACIP). These waivers allow CDC and ACIP officials and members who maintain pharmaceutical company grants and industry interests, to direct vaccination policies risking the public's health, and

d. Federally legislate the right to refuse vaccinations without persecution, or threatened access to schools and workplaces, and

e. Encourage states to follow the federal lead adopting "freedom to choose" vaccination (or not) legislation in each state.

Finally, we believe that sufficient evidence of illegal, unethical, and immoral behavior on the part of the vaccine industry exists, and that unwitting populations continue to be experimented upon in this, to justify investigations by an independent scientific committee, the U.S. Congress, U.S. General Accounting Office, and U.S. Justice Department, into the aforementioned concerns, agents, and agencies.

We, therefore, respectfully petition you to initiate, expedite, and/or support these remedial activities in defense of the American people, including U.S. military personnel, against toxic biological and chemical threats posed by the military-medical-pharmaceutical-petrochemical complex under the guises of "public health," "disease prevention," "bioterrorism preparedness," "homeland security," or "national defense."
