Petition for The Congress of the United States to Investigate 
Toxic Biological and Chemical Exposures of the American People 
by Agents the MilitaryÐMedicalÐIndustrial Complex
(Working Draft) 

Introduction

The greatest threat to American democracy, President Dwight  Eisenhower cautioned, is the ÒmilitaryÐindustrial complex.Ó  In Emerging Viruses: AIDS & EbolaÑNature, Accident or Intentional? (Tetrahedron Publishing Group, 1998), reprinted U.S. Government documents show some of the largest military weapons contractors have secretly conducted medical experiments on military and civilian populations from World War II to virtually the present. 
	Despite official assurances to the contrary, investigations and stockpiling of biological weapons (BW) has continued over the past sixty years in the United States. The international Geneva Accord, outlawing such activity, signed by Richard Nixon in 1971, and accompanied by his pledge to discontinue all American ÒoffensiveÓ BW experiments including the development, testing, and stockpiling of lethal biologicals, has been repeatedly violated. Our first glimpse at the magnitude of these violations occurred during the 1975 Frank Church led congressional investigation of the Central Intelligence AgencyÕs (CIA) illegal storage and use of deadly biological agents for Òcovert operations . . . wherein the hand of America would not show.Ó This was Central Africa at that timeÑthe heart of the African AIDS belt and close to ground zero for the initial Ebola virus outbreaks. Following the Church Commission hearings, more false safety assurances were issued.
	In August, 1997 it was learned that the U.S. Army, with hurried approval by the Food and Drug Administration (FDA), conducted  AIDS vaccine experiments on uninformed and non-consenting military personnel enroute to the Gulf War. These inoculations were conducted on behalf of pharmaceutical industry interests. As a result, published scientific evidence now shows that thousands of Gulf War veterans were injured, and carry an AIDS virus gene recombined with a common infectious vaccine contaminant known as mycoplasma. Grossly overlooked by the mainstream media, evidence indicates this new Gulf War Syndrome (GWS) epidemic is now spreading to civilian populations as well.
	During recent nationally broadcast television programs,  retired U.S. Army General Norman Schwartzkopf commented on this situation. This leader of the allied Gulf War forces, along with General Colin Powell, was filmed falsely testifying before the Jay Rockefeller directed congressional investigating committee. Their knowledge regarding the vaccines given to American troops, as well as the biological weapons encountered during the Gulf War significantly differed from what they reported.  Though General Schwartzkopf denied knowledge as to the types and origins of the CBWs confiscated, and subsequently destroyed under his direction following the war, published videotapes now show these weapons were color coded in a manner identical to American CBW identification methods, and many were shipped from Oklahoma to Iraq. Additional documented evidence shows biological weapons reagents were shipped from facilities in Boca Raton, Florida and elsewhere only weeks before Iraqi forces invaded Kuwait.

Whereas belligerent political agendas in the middle east have increased the risk of biological holocausts effecting world populations; that CBW of mass destruction can be readily produced for low cost in any large kitchen regardless of periodic American and U.N. weapons inspections; and that the growing plague of GWS caps a long history of U.S. military-medical experiments, including biological weapons tests of agents including E. coli, anthrax, botulism, hepatitis B, AIDS, Ebola viruses and others, and 

Whereas vaccines developed to prevent infectious diseases by stimulating the immune system have exposed military and civilian populations to lethal, or potentially deadly, biological and chemical agents, and that currently the Food and Drug Administration (FDA) cannot assure the safety and efficacy of such vaccines, or even report accurately to health scientists and health professionals regarding the risks of vaccinations due to proprietary and nondisclosure agreements placed upon them by the pharmaceutical industry; and

Whereas a growing body of scientific evidence now links a variety of relatively new immune system related disorders including AIDS, several forms of malignant cancer, chronic fatigue immune dysfunction (CFIDS), fibromyalgia, Gulf War Syndrome, lupus, multiple sclerosis (MS), rheumatoid arthritis, adult onset diabetes, asthma, hay fever, allergies, and other autoimmune and neurological ailments, to vaccines and vaccine induced injuries, and

Whereas major militaryÐmedical  industrialists, including the vaccine manufacturing company and documented U.S. Army BW contractor Merck and Company (currently Merck, Sharp & Dohme), manufactured the vaccines that, according to documented scientific evidence, most plausibly initiated the AIDS epidemic in New York CityÕs homosexual males and Black Central African villagers during the 1970s; that the chief developer of this hepatitis B vaccine, Dr. Maurice HillemanÑthe 1997 recipient of the Sabin Gold Medal of Honor Award by President ClintonÑhas admitted on tape importing AIDS virus in contaminated monkeys destined for use in human vaccine trials; and despite this, the Clinton administration has recently mandated this Merck manufactured vaccine also be given to twelve hour old infants whose immune systems are far from mature, and

Whereas Merck and Company, one of the worldÕs leading vaccine manufacturers, received a large share of the Nazi war chest under the direction of Adolph Hitler, Martin Bormann,  IG Farbin Company officials and their partners including directors representing the John D. Rockefeller, Standard Oil Company. This money was invested in an effort to facilitate, as cited in previously secret IG Farbin literature, a ÒneuordinungÓ or Ònew orderÓ for world pharmaceutical and chemical industry interests through monopolization, and

Whereas the director of the Merck company for most of the Cold War, George W. Merck, was also director of AmericaÕs biological weapons industry at the time the Third ReichÕs assets were heavily invested in Merck, and HitlerÕs top biological weapons and cancer virus expert, Erich Traub, was brought to America under CIA contract to provide his expertise on behalf of the U.S. Navy, and

Whereas the Bayer Company, similarly linked to IG Farbin and the Rockefeller Standard Oil Company, manufactured AIDS virus contaminated blood clotting factor VIII responsible for transmitting AIDS to scores of hemophiliacs, and 

Whereas approximately 10,000 hemophiliacs developed AIDS as a result of tainted blood supplies that were knowingly processed with the AIDS virus (HIV) by the New York City Blood BankÑa major blood industry supplier arising from the Community Blood Council of Greater New York assembled by Laurance Rockefeller and likewise funded by the Rockefeller family fortune, and 

Whereas Laurance Rockefeller was Chairman of the Board of the Memorial Sloan-Kettering Cancer Center, and a trustee of the Sloan Foundation, at the time materials used to manufacture viruses functionally identical to the human AIDS virus flowed between Sloan virologists and the National Cancer InstituteÕs (NCI) leading AIDS expert, Dr. Robert Gallo, and Litton BioneticsÑa leading U. S. biological weapons contractor according to the U.S. Congressional Record, and

Whereas biological weapons experiments have been secretly conducted on the American people without informed consent, consistent with public laws 104-98 (50 USC Section 1520), and the more recent (November 18, 1997) 105-85 Section 1078 that provides a legislative loophole for independent or commercially funded classified (e.g., CIA) CBW testing on human subjects unknown to U.S. Congressional committees and in violation of the Nuremburg Code and Helsinki Declarations, and 

Whereas the Rockefeller Foundation, Merck Fund, and Sloan Foundation are among the leading funding sources for world population control and the earliest financial supporters of Planned Parenthood-World Population, New York, NY, and the Population Council of New York, the later of which was established principally by Rockefeller efforts, and  

Whereas the U.S. Bureau of Economics recently published an extensive analysis entitled Population Control with a Special Chapter on HIV/AIDS. Here it was reported that the 33 percent population reduction expected in several nations as a result of HIV/AIDS was inadequate according to targeted objectives; and that population reduction objectives for the United States have been determined, and published in the March/April, 1996 issue of Foreign AffairsÑthe esteemed politically influential publication of the Rockefeller directed Council of Foreign Relations. This source urges a 50 percent reduction of Americans over the next twenty-five years as a realistic goal, and

Whereas the most recent cancer rate projections by the U.S. Centers for Disease Control and Prevention (CDC), the NCI, and the American Cancer Society predict cancer will strike the same percentage of Americans, that is, one out of two people, over this same time period. Moreover, and this may not be a Òcoincidence,Ó  the American cancer industry was initiated by the Rockefeller family in the 1920s. Within a decade the first ÒchemotherapyÓ agent was developed from the first successful, World War I, chemical warfare agentÑmustard gasÑby Sloan cancer researchers, and

Whereas the 1920s saw the Rockefeller family seize control over American medicine, despite John D. Rockefeller being investigated by the U. S. Congress almost a century ago for illegal, unethical, and immoral monopolization practices affecting the American oil industry.  Funding the fraudulent Flexner Investigation and subsequent Flexner Report to U.S. Congress, the Rockefellers successfully vilified traditional preventive and natural healing methods including acupuncture, herbology, homeopathy, and spiritual healing, as opposed to the more lucrative and far more risky drug based methods of disease care, and

Whereas the NCI and U.S. General Accounting Office (GAO) respectively are currently under investigation for undermining and confounding legitimate low cost/low risk cancer research into the benefits of hydrazine sulfate. Protocols knowingly violated by the NCI appear to have led to the death of approximately 600 women being treated for breast cancer.

Painfully obvious is the fact that as people become ill, vast fortunes are being made by the same militaryÐmedicalÐindustrial entities who continue to spread biological and toxic weapons by various means and routes. Moreover, as family members and friends die, this serves their population reduction objectives. Indeed, this suspicious ÒcoincidenceÓ of socio-political and medical economic outcomes, as well as the agents and agencies promoting and funding them, deserves urgent attention and immediate independent scientific, U.S. Justice Department, and Congressional scrutiny.

In light of the above, the signatories to this petition urge all federal, state, and local law makers to initiate such investigations for the benefit of the citizenry, world health, and peace on earth.
